Historical Background

Going to keep this one short...While searching for datasets this week, I came across several government websites that had notices at the top informing me that the government is shut down and some services could be unavailable. I gave up on finding a dataset from the shutdown gov, and instead decided to look into the number of times the government has been shutdown due to a budget stalemate.

Quick bit of history, and we'll keep it politics free. The Congressional Budget and Impoundment Control Act of 1974 modified the role of Congress in the budget process. In addition to creating the Congressional Budget Office, and Congressional Budget Committees, the act also changed the start date of the Federal Fiscal Year. Without going into extreme detail, the act increased Congress' role in the budget process. However, it also set the stage for disagreements between the Houses of Congress and the President.

These disagreements lead to gaps in Federal Funding. Depending on the circumstances, these gaps can lead to furloughed Federal employees, and the shutdowns that we've experienced in the past several years. This dataset includes all funding gaps, and information on the makeup of Congress during the gap. We'd really love to see what you can do with this week's dataset!
